Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Environmental Sample Laboratory is responsible for the receipt, screening, analysis and distribution of environmental samples submitted by IAEA safeguards inspector.

Main Purpose

Reporting to the Director of SGAS, the Laboratory Head manages the operation of the Environmental Sample Laboratory (ESL) providing analysis of environmental samples for safeguards at ultra-low levels. He/she ensures that safeguards activities are conducted effectively and efficiently in accordance with the safeguards requirements. The Laboratory Head takes overall responsibility for implementation of ESL analytical work, including planning, setting work goals and priorities, providing technical overviews and guidance to members of the Laboratory.


The Laboratory Head is: a supervisor and manager of a group of 25 staff on issues such as budget and planning, human resources and procurement for laboratory operations; an adviser in applying the principles of quality management to the work of the laboratory, including written procedures, staff qualifications and training, calibration of instrumentation and calculation and reporting of analytical results along with uncertainties estimated wherever possible; a leader in ensuring that all ESL operations, especially those involving radioactive or dangerous materials, are performed in compliance with IAEA regulations, international and national laws and good laboratory practice.

Functions / Key Results Expected

  • Lead, manage, organize, direct and supervise the work and the following key deliverables of the Laboratory, and optimize the utilization of human, financial and equipment resources.
  • Receipt, screening, archiving and retrieval of environmental samples. Maintenance of a database for tracking all samples handled by ESL. 
  • Measurement and reporting of environmental samples by secondary ion mass spectrometry, inductively coupled plasma mass spectrometry, thermal ionisation mass spectrometry, scanning electron microscopy for particle and/or bulk analysis or related methods. 
  • Measurement by radiometry and mass spectrometry of nuclear material samples, impurity elements and minor isotopes.
  • Collection and review of quality control results for all measurements performed in the ESL
  • Maintenance and update of analytical capabilities and equipment fit for the Safeguards purposes. 
  • Maintenance of certified clean working areas in the Clean Laboratories and in the Hot Environmental Sample Laboratory.
  • Ensure the provision of adequate and timely analytical services to the Department.
  • Conduct Section meetings and participate in Divisional and Departmental coordination meetings.
  • Ensure that the staff of the Section adhere to the quality management system/principles as well as safety, health and radiation protection procedures in force. Ensure the support of development of the quality control system for the Network of Analytical Laboratories (NWAL) in environmental sample analysis.
  • Carry out other tasks related to the Section or Division, as may be assigned by the Director.
