Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Division of Information Management comprises four Sections and provides the Department of Safeguards with data processing services, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.

 

Main Purpose

Reporting to the Section Head, the Safeguards Information Analyst (Nuclear Trade) contributes to the IAEA’s nuclear verification mission by conducting analyses of national and global nuclear-related procurement and trade control information. These analyses support the State evaluation process and are incorporated into annual State evaluation reports.


Role

The Safeguards Information Analyst (Nuclear Trade) is: 1) a team player, contributing to the strengthened safeguards system by working together with other members of the Section to collect, process and analyze nuclear trade-related information in support of the safeguards verification mission; and 2) a leader of selected research and development projects, addressing specific analytical or tools development tasks and advising other Divisions on information collection, processing and analysis.

Functions / Key Results Expected

  • Search, explore, collect, screen, store and evaluate the quality and reliability of nuclear procurement related information originating from different sources.
  • Conduct analysis of covert nuclear procurement related information in order to determine the presence or absence of proliferation or procurement network indicators and to assess safeguards and proliferation implications, including analysis of the IAEA support projects.
  • Contribute to State evaluations by evaluating safeguards information, including nuclear material accounting data, open-source, satellite imagery and environmental sampling data.
  • Review scientific and technical information sources for information relevant to the verification mission of the Department of Safeguards. Working together with a Senior Safeguards Information Analyst, conduct further research and analysis of the information and produce analytical reports.
  • Lead and participate in project teams in accordance with the requirements of the Divisional annual work plan.
