The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment, including advanced nuclear fuel cycle facilities, and complemented by the political diversity of the countries.
The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.
The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.
The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.
The Senior Safeguards Analyst (Satellite Imagery) provides expert multi-senor satellite imagery analysis to the IAEA's State evaluation process and for the IAEA’s in-field verification activities, which provide the basis for the implementation of safeguards and the drawing of conclusions on States' compliance with their safeguards obligations.
The Senior Safeguards Analyst (Satellite Imagery) is: 1) a team leader of imagery analysts and support staff contributing to the preparation of field activities, the State evaluation process and other complex analytical tasks; 2) a subject matter expert on multi-sensor imagery analysis, facilitating inter-organizational cooperation in the development and use of satellite imagery analysis and leading the regular review of safeguards relevant information, ensuring efficient processing and dissemination within the Department; 3) a strategist, promoting innovative methods and tools to advance analytical capabilities and secure information dissemination to achieve the goals and outcomes of the IAEA.
Functions / Key Results Expected
Lead or participate in multidisciplinary teams, including imagery and geospatial analysts, conducting multi-sensor imagery analysis focused on but not limited to high-resolution panchromatic and multispectral imagery in support of the Department’s preparation of field activities and overall State evaluation.
Conduct and coordinate multiple analytical tasks simultaneously under time pressure, and pro-actively seek and develop new solutions to complex scientific problems.
Provide guidance to the Section on processes and outputs, such as report formats and content, presentations or GIS-based information dissemination, incorporating in-depth analysis of safeguards relevant information in support of the IAEA's nuclear verification mission; ensure that outputs conform to quality standards.
Contribute to the State evaluation process by determining if there are indicators of proliferation or noncompliance with safeguards agreements.
Participate in State evaluation working groups and contribute to the drafting of State evaluation reports.
Train, guide and direct staff in the collection and analysis of multi-sensor satellite imagery pertinent to the nuclear fuel cycle and to proliferation pathways.
Lead the Section in developing, selecting, testing, and implementing new analytical concepts for the Department of Safeguards.
Mentor the Section staff on a broad range of topics relevant to the contribution of overhead multi-sensor imagery to safeguards objectives.
