Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:
• Nuclear Security of Materials Outside of Regulatory Control Section
• Nuclear Security of Materials and Facilities Section
• Information Management Section
• Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section interacts with donors and provides support to the overall planning and coordination of the work of the Division including the evaluation of results, financial matters, reporting to donors and the assessment of outcomes of programme activities. The Section is also responsible for coordinating the training programme implemented by the other three Sections, evaluating the programme and developing a collaborative network of Nuclear Security Support Centres which underpin the sustainability of nuclear security in Member States.

Main Purpose

Under the supervision and guidance of the Section Head, the Nuclear Security Officer (CPPNM) will promote and facilitate the exchange of information on the international legal instruments, particularly the CPPNM and its Amendment. The Nuclear Security Officer (CPPNM) will also work to respond to GC resolutions in which Member States have affirmed the central role of the IAEA in strengthening the nuclear security framework globally and in coordinating international cooperation in nuclear security through technical meetings and liaison activities with partner organisations, initiatives, and States.

Role

The Nuclear Security Officer (CPPNM) is: (1) a planner and coordinator, developing, planning and implementing the IAEA's activities on strengthening international legal framework related to nuclear security, including the universalization of the CPPNM Amendment as part of a consolidated plan of action towards the five-yearly Review Conferences; (2) a facilitator, helping international organizations, initiatives and States to better coordinate activities in nuclear security to avoid duplication of efforts; (3) a Coordinator, acting as initial point of contact within the Division for the CPPNM and its Amendment, organizing regional events on the CPPNM Amendment which promote the universalization of the Amendment and making the Points of Contact better aware of their obligations under the Amendment.

Functions / Key Results Expected

  • Organize and implement activities (Technical Meetings, Workshops) to strengthen international legal framework for nuclear security, particularly to promote the universalization of and implementation of obligations under the CPPNM and its Amendment;
  • Coordinate IAEA response to requests for assistance pertaining to the ratification of or implementation of obligations under the CPPNM and its Amendment;
  • Manage preparations for the five-yearly Review Conferences to review the CPPNM Amendment and act as co-Scientific Secretary of the Conference;
  • Liaise and coordinate activities between the IAEA and other international organisations, initiatives and States with activities in nuclear security, including planning and implementing regular meetings to coordinate activities, and represent the IAEA at events hosted by these organizations, initiatives and States.
