The Vienna Center for Disarmament and Non-Proliferation (VCDNP) and the Center for Strategic and International Studies (CSIS) wish to remind you of a seminar by Sharon Squassoni, Senior Fellow and Director, Proliferation Prevention Program at the CSIS in Washington, D.C., and Valerie Lincy, Director of the Wisconsin Project on Nuclear Arms Control, entitled "Transparency and the Treaty on the Non-Proliferation of Nuclear Weapons: New Goals and Norms," which will be held on Wednesday, 3 May 2017, at 13:00 in the VCDNP Conference Room. Transparency is the lifeblood of accountability and governance when it comes to the peaceful uses of nuclear energy, arms control, and disarmament. Since its indefinite extension in 1995, parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), have sought greater transparency from the nuclear-weapon States as a way of demonstrating progress in nuclear disarmament. Within the NPT Review Conference process, nuclear-weapon States have been urged to adopt standard reporting on a wide range of nuclear-related measures. At the same time, all parties to the NPT with an Additional Protocol in place are now providing enhanced information to the International Atomic Energy Agency to strengthen the Agency's ability to confirm the absence of undeclared nuclear activities. Nonetheless, the recent Joint Comprehensive Plan of Action (JCPOA) with Iran goes further still, suggesting that the Agency may need greater transparency from non-nuclear-weapon States, including more information and broader access. Sharon Squassoni will present the results of a recent workshop held at CSIS in Washington, D.C. among the world's civil society experts on transparency and nuclear weapons and Valerie Lincy will present the Wisconsin Project's recent analysis of the role of transparency with respect to monitoring and verification of the JCPOA.
